First and Second biannual update report

National Coordinator

The goal of this project is to assist the country in mainstreaming and integration of climate change consideration into national and sectoral development policies by providing continuity to the institutional and technical capacity strengthening the process.

This project will additionally improve the sustainability for preparation of future Biennial Update Reports and will facilitate the reporting requirements to the United Nations Framework Convention on Climate Change.

Project Results

·         Revise and update the national circumstances and institutional arrangements relevant to the preparation of the biennial update reports.

·         Update information on features of the population, natural resources, climate and economy relevant to mitigation and adaptation;

·         Elaborate national development objectives, priorities, circumstances and specific needs and

requirements – taking into account the outcomes of the COP 21 in Paris, as well as the new global sustainable development framework, and relevant sustainable development goals;

·         Develop new inventories for 2013-2014 in 2006 software and improving the quality of the whole series 1990-2014.

·         Develop a GHG Inventory for 2013-2014 developed according to 2006 IPCC guidelines;

·         Upgrade Emission Monitoring from Industry sector (EMI) software and incorporate it into the National Environmental Information System;

·         Develop innovative tools for collection of data from other sectors.

·         Increase capacities of relevant stakeholders increased to ensure regular data collection and sharing, as well as quality control of the national GHG inventory.

·         Upgrade legal framework for GHG data collection and management.

·         Prepare National Inventory Report.

·         Revise and validate baseline and mitigation scenarios, along with a detailed assessment of co-benefits of the mitigation scenarios and impact analyses of different policy instruments for GHG emission reduction.

·         Assess technology, financial and capacity needs for mitigation and connecting recommendations with government priorities.

·         Support to the process of establishment of the domestic Measurement, Reporting, and Verification (MRV) arrangements.

Capacity-building to facilitate the implementation of the EU Emission Trading Scheme in Macedonia

The project is implemented as part of bilateral cooperation with the Norwegian Government.

Main responsibilities covered all project cycle includes: preparation of project application, preparation of log-frame,  communication with the donor, preparation  of ToRs, selection of project team and/or institutions, monitor their work, preparation of information for the project to the government, communication for the project with different stakeholders, identification of stakeholders, PR promotion of results, organization of workshops, conferences,  etc.

Mainstreaming Climate Change Policy into Agricultural

Third  National Communication on Climate Change

National Strategy for adaptation of health sector on Climate Change

Revision and structuring the strategy 

The Strategy has been developed by the Climate Change and Health Commission of the Ministry of Health,  comprising representatives from various sectors: Its goal is to interlink with other strategies in the area of climate change developed by other sectors and to form part of the chain of activities aimed at reducing the impact of climate change on people’s health. The role in the project was set the content, lead the work of working groups, getting instructions and guide for preparation of different chapters, setting the goals and objectives and preparation of final scope of the Strategy and Action Plan.

Building local capacities for climate change project development

National Coordinator

The project was financed by the Norwegian Government, implemented by Norsk Energy. Within the project, several workshops were organized with the main aim on project development, training of DNA associated experts, PIN and PDD preparation from where are arisen and identified 4 potential CDM projects. The role in the project was coordination and leadership of whole project cycle (from needs assessment, development of project idea, monitoring of its implementation, division of different tasks for different involved parties, reporting, communication)

National Strategy for Clean Development Mechanism for the first commitment period under the Kyoto Protocol

National Coordinator

The Strategy defines roles and responsibilities of actors involved in CDM project cycle. Coordination of the project covered identification of potential CDM projects in the country in order to develop Project Identification Note (PINs) based on the assessment of their potential for GHG reduction and cooperation with respective partners. The role was also in assessing the best suitable institutional structure for implementation of the CDM project cycle.

National Strategy for Sustainable Development

Coordinator of the group on energy and climate under core-group for preparation of the strategy

The project was financed by the Swedish Government. The group on energy and climate consisted of representatives from different institutions responsible for energy management. The output was SWOT analysis and assessment of the sector with a recommendation for clean energy and linkages with climate change. The overall goal of the strategy was to define responses to the challenges presented at the 1992 Rio Conference and contributes to meet international obligations towards the promotion of sustainable development.

Eco-Houses Based on Eco-Friendly Polymer Composite Construction Materials -”ECO-PCCM”

The responsible person from the Ministry site (as project partner) for the implementation of the project.

The project was financed by the European Commission under FP6 Programme as support of International Co-operation in Western Balkans Countries. The project addressed Sustainable development, global change, and ecosystems focal area. The role in the project was related with the implementation of the project within the ministry (procurement procedures, management, reporting, participation and presentations at workshops, conferences) as well as assessments of legal possibilities for use of eco-friendly materials.
